Publication of the II Sahel Europe Dialogue Forum

On 14th, 15th and 16th of July 2022, the International Security Centre of the Francisco de Vitoria University (CSI - UFV) organised the 2nd edition of the Sahel-Europe Dialogue Forum. Several workshops, conferences and masterclasses allowed international experts to review and debate the situation and stability of the Sahel. During the masterclass entitled "New international order in the Sahel: Russia and Turkey", moderated by Emmanuel Dupuy, president of the French think tank Institut de Prospective et de Sécurité Européenne; Issouf Binaté, teacher-researcher at the University Alassane Ouattara and expert on Turkey's strategy in West Africa; and Igor Delanoë, deputy director of the Franco-Russian Observatory, gave a detailed presentation of each country's presence in Africa and the prospects for the future of these relations. This article gives an account of this new international order by first contextualising the dynamics at work, before giving an overview of Turkey's and then Russia's strategy and drawing some lessons from the relations forged by these actors.

This analysis is part of a series of research studies conducted by the International Security Centre on dialogue with the Sahel. Following the Sahel-Europe Dialogue Forum held in March 2021, the speakers belonging to the Sahel-Europe Dialogue Forum's panel of experts have deepened the themes of their conferences, analysing the shared challenges, and the opportunities for cooperation on our common challenges.
